SOC II is a good league with good competition. Based on the Ironton/Burg game the last two years, you probably wouldn't have won it either.
I would like to see the SOC II drop Northwest and pick up Portsmouth and Ironton, but I can't see it ever happening. SOC I doesn't want NW because they are the biggest school around. I would say Waverly Burg and West would vote to let them in. I would say Minford and Valley would vote against it. Most teams cannot afford to schedule 2 additional losses most years.
I like the idea of West and Burg leaving the SOC II and joining with Portsmouth and Ironton to form the nucleas of a very good football conference. Waverly would probably leave for the SEOAL. The rest of the SOC teams could balance out a more competitive league for them.

I like the thought of Wheelersburg, Portsmouth-West, Waverly, Portsmouth, Ironton and Jackson in it. I doubt Waverly would join that make-shift league if Ironton was part of it though.
I doubt Waverly would ever come back to the SEOAL with all the butt kickings they took from 1970-1983 in Football. They began play in the SEOAL in the 1970-1971 School Year. Playing in the 1970 Football Season. Their last Football season was in 1982 and leaving the league at the end of the 1983 Spring Sports Season. Re-entering the SOC in the 1983 Football Season. To include in the negatives to re-enter the SEOAL would be all the travel they would have to do again.

Waverly Tigers Tigers 1970-1983 The Tigers joined league in the 1970-71 season. While in the SEOAL, the Tigers competed against, Wellston, Jackson, Logan, The Plains Athens, Pomeroy Meigs, Gallipolis and Ironton.
While in the SEOAL,
the Tigers won 15, lost 72 and tied 1 game. The Tigers left the league after 1982-83 season.
The Waverly Tigers returned to the SOC in 1983-84 season. Waverly re-entered conference play. They are a Charter Member of the SOC in joining that conference in 1946-1970.
I doubt that Waverly would leave to re-join Ironton again either. Here is Waverly's record against Ironton:
