One board member started all this by saying he could get 4 votes to leave the OVC.

One of the RH board members posted “Outty” on his Facebook after the meeting. So who knows what that means

Going to be honest here, regardless of whether or not it was talked about at this board meeting and I'm guessing with the football season still going now wasn't the time for that talk. However, given the fact that even one board member would post or say something about leaving the OVC don't for a second think this topic is closed because obviously there must be some talks going on behind closed doors. Which still leaves open the idea with all of these schools having some connections with one another RH isn't the only one having these discussions.

only way for them to enter the S.O.C. that would reasonably make sense is if they brought more teams with them and went to 3 divisions. Been discussed ad nauseum on here, but Rock Hill would just be another tweener school for the conference, especially in football.
