Where is the NBA commissioner ?

Early in the season when San Antonio was resting some their older players a game here and there the NBA commissioner was outraged and fined the team. Now the Heat has been resting their main stars the last few weeks of the season. I don't hear any outrage or see any fines from the commish. What a joke he is to the league to be so unfair between teams.

From my understanding, the main reason was because the Spurs sent their players home early and they were not at the arena. The Miami players...at least....did show up for the game.
