You are reading the brackets wrong.

Whiteoak 1 clay 2 western 3 Notre dame 4 in the west (a little surprise with 1 & 2)
Eastern 1 waterford 2 eastern meigs 3 south Webster 4 in the east

All four in east probably better than any of the four from the west

Whiteoak/Webster would be the district semi-final. Whoever wins that match would probably play Waterford for the finals.

There appears to be some confusion on this thread stemming from the fact that there are two districts and one tournament bracket. The teams from the two districts are placed in the single bracket by seeding within the districts. The two districts form Southeast District Athletic Board web-site are noted below in order of their tournament seeding.
East
Eastern (Beaver), Waterford, Eastern (Reedsville), South Webster, South Gallia, Federal Hocking, Southern (Racine), Miller, Symmes Valley, Ironton St. Joseph, Belpre

West
Whiteoak, Clay, Notre Dame, Western, Fairfield (Leesburg), Sciotoville Community, Manchester, Green, Glenwood, Paint Valley

Prediction to Regional: Waterford and Eastern

I think that Waterford and Eastern Beaver will go on to Regionals. . Love tourny time!

I think Eastern Beaver will make it, but I'm going with SW in the other bracket.

Yea, I think the SW and Waterford game will be a great one..but I just think that SW is young and Waterford's older girls will get the edge. I look forward to watching that game

Prediction and Hope: All four teams in the District Final matches will be the four top seeded teams in the East: Eastern Pike, Waterford, Eastern (Meigs) and South Webster.

South Webster may be young but their regular season schedule is made up of D2 and D3 schools. Correct me if I'm wrong but the only D4 schools they have played this year are Nt. Dame and Eastern Pike. They have lost very close games to Wheelersburg, Alexander and Huntington Ross.

Several girls on the team are also members of the Aleta program which is a tremendous help to them.

In the end it depends on the teams that shows up to play.

Side Note: Eastern Pike's fabulous setter (Rowe) played on the same team at Ohio Northern Volleyball Camp with South Webster's Outside Hitter (Scott). Waterford's Middle (Barker) was also there and also a teammate from Aleta 17 American Team with Scott. These two girls are friends and will enjoy competing with each other (if they can advance to that point!)

I was looking at the bracket on the district website and you listed Waterford as getting seed 1 when it was Eastern of Beaver and Waterford was seed 2. The rest of your list is correct though, Reedsville 3, Webster 4, South Gallia 5, etc.

And I have to agree with you on your predictions for the district finals:
Eastern (B), Eastern (R), Waterford, and South Webster.

Thanks, I stand corrected. Did not intend to slight Eastern's accomplishment! Congrats to Eastern Pike on their #1 seed and top 5 state ranking in the coach's poll.

Getting by Eastern will be tough. They are always good. Congrats to them on their season and state ranking.
But I just hope the Lady Jeeps get a chance to play for a trip to Rregionals. Anything can happen in one game.
