I think the playoffs will stay at 16 teams so there will be more 0-10 teams in the future. But I can’t believe a 0-10 team played lol.

It will probably only happen in Division 1.
They had 17-19 teams per region and with 16 teams in the playoffs it can happen.
In D2 - D7 there are 27-28 teams in each region and it shouldn’t happen.
